e-Governance refers to the delivery of
government information and services via the Information
and communication technology (ICT) to citizens, businesses
and governmental agencies. Census is the citizen socioeconomic
data collection process for the preparation of the
citizen database. Census data collection has been facing
various barriers like high human resources requirement and
time-consuming process. An Online Census System (OCS)
permits the users to enter the census data via the ICT. The
twelve-digit Aadhaar Unique Identification (UID) number
issued by Unique Identification Authority of India (UIDAI)
is an individual identification number specific to each
citizen. OCS has an important role in the implementation of
e-Governance services in India. In this paper, the design of
UID based online census system (UIDOCS) is proposed. The
design includes the design of online data collection forms
with relevant user interface, user authentication based on
one time password and integration of census data with
UIDAI database for fetching existing citizen information. A
number of e-Governance applications of UID based online
census system are also discussed. It is concluded that
UIDOCS can be effective and efficient in all type of e-
Governance applications as it can provide accurate and
timely information within reasonable amount of time.
Ajay Dutta : received his BCA degree from Trinity College, Guru
Nanak Dev University, India in 2009. He received his MCA degree
with distinction from Punjab Technical University, India in 2012. He is
currently pursuing Ph.D. in Computer Science from Panjab
University, India. Before joining Ph.D., he served various e-
Governance projects like Punjab Land Record Computerization,
Punjab State Warehousing Corporation (PSWC) Computerization
and NRI Punjab Department Grievance portal development. His
research interests include e-Governance, Cyber security and website
development.
Dr. M. Syamala Devi : is a professor in the department of Computer
Science & Applications, Panjab University, Chandigarh. She received
her Ph.D degree in Computer Science & Systems Engineering from
Andhra University, Visakhapatnam and M.E. in Computer Science &
Engineering, from NIT, Allahabad. She has completed M.Sc in
Applied Mathematics from Andhra University, Visakhapatnam.
Before joining Panjab University, she served Indian Space Research
Organization, Sriharikota, and National Institute of Technical
Teachers’ Training & Research, Chandigarh. Her areas of expertise
include algorithms, Image Processing, Distributed Artificial
Intelligence and Educational Computing.. She has guided (two
students are awarded PhD) and has been guiding a number of
student projects at Ph.D and post graduate level. She has published
about fifty papers in national and international research journals,
proceedings of various national and international seminars, and
conferences. She has conducted various short-term courses,
workshops, seminars and symposia. She has given expert talks in
Computer Science and Information Technology related topics at
various Colleges, Universities and Institutions.
Dr. Manish Arora : is working as Joint Director in National Institute of
Electronics and Information Technology Chandigarh since 1995. He
obtained MCA degree from Guru Nanak Dev University, Amritsar and
Ph.D. in the area of Multi Agent Systems from Panjab University
Chandigarh. He has vast experience in teaching in formal and nonformal
education sector and software development using various
development tools. His research interests include Multi Agent
Systems, Software Engineering and Big Data Analytic. He has
published several research papers in various International Journals
and Conferences.

In this paper UID based online census system is proposed,
which can take the limitations of manual census system.
The proposed system enhances security of authentication
by transferring the OTP to valid mobile number. It also allows a person to fill census data from anywhere.
UIDOCS can allow preparing efficient, speedy and cost
effective census. The proposed system will be
implemented and different e-governance applications that
required census data sharing will be developing by using
web services. The UIDOCS will be transparent one
allowing interoperability between platforms and systems.
The UIDOCS will be tested with real time data.
